Tried New IP,New MAC address,New billing,Domain,Hosting..........

Still no Success any help with Cloaking...

Solution is to use virtual machine with a new credit card.
Other people just clear cookies/cache, that's why they get caught or they use just same domain or hosting IP.

Yes this is correct. I even had Google support employee tell me to use a different computer if my account gets banned.

What could be the reason behind that? Can a browser read any of the machine info ?

Yes, they are able to create persistent cookies which can survive cookie/cache clearing.

so maybe a virtual machine runing under your current OS?
I have the same issues - I'm also thinking that the billing info is also taken into consideration, I'm not sure about the hosting ip (if the site is hosted on the same ip like a banned site)
