adwords click price

I got a website that is targeting a lot of keywords that are basically looking for free stuff.
This means that the income per click is on average very low.
Checking google I see no competition advertising via Adwords.


The issue now, when trying to set up a campaign I get suggested prices of $1 per click.
When adding the max possible price I can pay $0.15 no ads are being displayed.

Is there any technique to get my ads displayed at a lower price than suggested by google if there are no ads of competitors being displayed at all?

Any idea of how to decrease the minimal click price?

I'd be able to help if you were more specific, are you running search or display, what is your objective? Targeted CPA, Maximized Conversions? A bit more info would help...
