A lot of my keywords have around a £0.50 cpc, and the lowest is around £0.16. Is this a good range for a limited budget?

Also how can I scrape keywords from my competitors? It's not a hugely competitive niche

Your CPC isn't too bad but depending on what your CPA is. What terms are you bidding on? What platform is providing you the lowest CPC?
 
wow your CPC is too bad i my max CPC on bing is 0.08 sometimes 0.03 PM on skype to see how : abdelahi33

CPC alone means nothing, you can have a 0.03 CPC keyword making you lose money and a $3 keyword making you profits, focus on the money not in simple metrics, track and analyse your CosPerAction and know how much is it costing you each conversion for each given keyword, its making you loses? try to optimise it or cut it, is making you profits? again, try to optimise it and scale it, look if you're loosing impression share for a low bid.

Besides that and regarding your cpc question, use an estimate conversion rate and calculate what's your realistic maximum cpc that you could pay based on what you earn for each conversion.
