Dear,
How can setup a adwords account perfectly?, It difficult and now google didn't accept personal for run ads. So bad for us

Who can set up and active adwords?

anyone can setup adwords account if pays money to them.
if you think to use vouchers then it is different case and have to be more inventive about the way how to cheat google team

Yes, if you setup a proper account without abusing the voucher, your campaign will run within few hours (new account).

there is no document state that Adwords do not accept individual
are you trying to use voucher ? Account created with voucher are likely to get banned.

yes me to, was making 300 euro a day, whit a invest of 50 euro,, i had a howe to make money online website.

For me it went along with the pinguin update, although I was not affected. From about April 25. I cannot run adwords with vouchers anymore - I buy voucher, make new account it says approved, but ads are not showing up. After couple of hours it says account under review.

I run ecommerce web store and it is very important for me not to become banned, so now I am paying it with real money and adwords are running flawlessly.
