Hi,

A few months ago I got banned from adwords for using multiple coupons. Now I want to try again. I have moved to another city, new laptop, new ip new billing address BUT I need to advertise the same domains. Is this possible? And if yes how?
I won't start something before I am really sure it is going to work.

P.S. After banning I didn't try to make a new account. This will be the first time.

I think the most important is that your billing account is not the same, using an account from a different person is more secure
 
Stay on the safe side and use new domains.

That is the problem I really need to use the old domain. This domain is ranked well and I dont want to get rid of it, and start a new website in new domain. I am willing to do everything else in safe.

Ranked where?
The domain could be a footprint.

they can track everything, suggesting you to go for a new domain.
if you would like to remove the footprint, just wash away everything you used previously and start with a fresh. even the google account you if they find it associated with previously banned account, they will not approve examples could be like your phone number or email id for the account verification.

Cloaking and you can run ads for that's domain :)
 
1) Cloak the domain to use a different one but still redirect to your old one
2) Delete the campaign from the old account, contact Google to confirm they are okay with you using the same domain again on a new account (wouldn't work if your campaign is straight up blackhat)
 
I agree with using cloaking with new domain and redirect it to old domain.

You can try with iframes (new domain + iframe of the old domain) but it's not the best solution.
