When you make a completely new account, make them 1 by 1. Don't make multiple accounts from the same IP at the same time. From my experience accounts created that use vouchers are always manually reviewed. So what I do is I make a very small campaign with 1 adgroup 1 ad and 1 keyword and I put it online. I link to a very normal site which sells nothing. The important thing here is that there should be no searches for this site

Then I just let it rest and a couple of times a day I check the keyword I selected to see in Google if the ads are showing. If they are, log in to the account, pause that campaign and activate the real campaign you want to run. From my experience, once your account is active, they won't check again until they get complaints.
It might seem a lot of work, but when google manually checks your account it just seems that you are a noob promoting a whitehat small site so they'll always approve your account.
The time when ads start showing can be between 1 and 3 days, depends how much work they have at Google and ofc keep in mind that they don't work during weekends.
