    why after buying an adwords account which already has a test campaign showing, stops showing ?

    It could very easily be the VPN IP triggering an Auto Review.

    If you ban an account made in US and you login from Europe, I guess it's like Credit Card and anything else... it goes directly to their "risk" department for review.

    never used proxy or vpn for your activated acnts, the best way is ask the seller to send an invitation to use those accnts as a administrator.

    It's simple because you'd have changed the location from where it was originally created and now it's been logged in from a different location.
