Alright im making this a thread cause im tired of typing this over and over. First off, its probably a bad idea to buy activated adwords accounts. I havent done it myself, but if you log in with a seperate ip, google probably wont like that, especially if it doesnt match the timezone of the ip that was used to make it, or the timezone from the billing address.

So what you wanna do is make your own. If youre international, use a vpn, say eastern timezone. figure out where you ip is located. If it comes up miami florida, thats where we base everything. Google "addresses miami florida" find a real identity with name address and number. download firefox, and use firefox ONLY FOR THIS. set firefox to delete cache cookies and history upon exit. start a gmail with that information. you shouldnt need to verify with SMS, i never do. If you use firefox, and there are no cookies saved to tell them you logged into gmail before, they wont give you any trouble. if you do, use your real number, and you can use the same number over and over from my experience. once your gmail is made, go make an adwords. use your gmail log in credentials. YOU DONT NEED A VCC thats just gonna complicate things. select manual payments of course. do your campaign and all that.

If its instantly under review, you might be in trouble. thats never happened to me. They will put you under manual review within a day, day and a half. You just gotta figure out how to pass that ;)

Update: You can only use the same number a certain amount of times to verify a gmail account, but if you use a seperate browser with cookies and cache cleared, you wont have to phone verify the account.

You can get away without a manual review with voucher accounts. Certain things will just put it under review right away. A website with an iframe on it may automatically put it under review, although ive gotten away with this multiple times. Raising your daily budget to 100 WILL put it under review. Certain location specific things, like advertising certain things in certain locations, will cause it to go under review. This may be the number one most over looked aspect.

You can log into the same account with different ip's. Just make sure your ip matches the time zone of the billing.

Just a quick question, have you tried using yahoo accounts or any other email provider apart from gmail?

Ive used a hotmail one time and it went under review instantly, and was suspended for billing. It was my only account to be suspended

Dont forget to change your unique mac adress of your computer.

google is getting crazy with their new security filters so its good to use a different mac address

their cookies dont track mac address, just ip, but as an added precaution its not a bad idea

I always activate my account by credit card and use different ip and no problems

same credit card every time? or different vcc's everytime

With js enabled they CAN see your MAC address. Not the first thing that will flag you, and tedious to do between every account so I don't bother - it would be easier to just switch to another computer - or open in vmware.

What's been pretty consistently getting my ads approved is to go super-vanilla. I add a vanilla campaign with a vanilla ad group with vanilla ad text (cupcake recipes, diy chicken coops) with vanilla keywords.

Once your ad is approved (not eligible - APPROVED - takes days sometimes) go in to that ad group and add new below-radar ads for what you're actually advertising. Unless these immediately get a "review pending" then you should pass an automated review and have those approved within a few minutes. Delete and "review pending" ads and try again.

Once you've set up your ads go in and add keywords for what you're selling. At this point it's safe to crank up your budget to $100 and rip.

You may actually get your sketchy ads reviewed manually after a long wait, and they may actually get approved if your LP is vanilla enough, but this is far less headachy from my perspective. Go legit and then switch it ALL up once you're approved.

really good share your experience to us.
but now have you tested if the vpn still work? for now i get banned ,use vpn
