Adwords account Suspended! How to avoid ban again?

Hello!
My adwrods account was suspedned 3 times. Here is the mistakes i done:
1. Every new adwrods account had gmail adress
2. Every account had the same billing adress
3. Every account had different credit card with my name on it.
4. Every account was created on different IP adress BUT it was used on the same PC.

Now i wan't to try this 4th time right and please correct me if this steps are wrong before i proceed with the following:
a. Create new adwrods account with hotmail web adress.
b. Use new PC on different ip adress and access adwrods account only with only that PC.
c. Use new credit card that has my name on it BUT create different billing address and use different name(will that work and will adwrods accept that credit card if billing is different?)
d. run random white hat campaign with minimum 200$ spend(i have done that step before)

The CC is what positively identifies you there. You listed correct measures but the card part is what positively identifies you.

When you insert the card, Google will query an anti-fraud system which will reveal that you are the same person that used that other card.

OP, there are many different parameters Adwords' checks when reviewing your account. Since your question pertains to billing, I'll address that. Many traffic platforms block VCCs based on BINs (first 4-6 digits of a card). Also, CCs that don't have a positive AVS match are flagged. AVS = Address Verification System and it provides Adwords with various response codes based on an exact match, partial match or no match. From my experience, names are NOT needed to match to qualify for a positive response code, although some CC companies have an additional response code if everything else matches but the name.

To qualify for a positive AVS match you need the numeric portion of your street address to match what's on the CC and you also need the billing zip code to match. You'll need to make sure that your CC's address and the address you input into the account are in your IP's geo-location. Never use the same personal name or street address twice either.
