Advice wanted for site with customers in different countries

    I am working with a client who has two separate sites, one for English customers and one for Japanese customers. He wants to make a single landing page page that's basically just a few buttons to direct customers to the site of their language. I think this type of homepage will be difficult to rank with since there will basically be no content on this page. Is this correct?

    I've looked into doing a redirect based on IP location. From what I've gathered, a javascript redirect will load one page first and then redirect to the page with Japanese if they are in Japan, leading to more views for the English page, but a higher bounce rate. I think this high bounce rate will be bad for ranking, is this correct? I have also looked into a PHP redirect which would not load the english page and therefore not get those visitors and avoid the high bounce rate.

    I hope this explanation is clear, any help or advice is greatly appreciated
