What software do you use or recommend for time tracking and billing- that is affordable and paypal integrated?

Try to hire on hourly basis jobs using sites like Odesk or Elance and track the number of hours.
Regarding the payment, you can pay via paypal for the equivalent number of hours if you're looking to avoid elance/odesk fees.

I love http://www.getballpark.com/ It gives me all the tools I need to send invoices, track time, and collect card payments. Highly recommended.

EDIT: Also, I think https://www.waveapps.com/ has a free option.

Saw this while hunting around, and there are a lot of great options out there, but the price tag can make it hard.
Replicon- good time tracking, weak invoicing... $$$$$$$$$$$
Freshbooks- $$$$$$$$$
letsfreckle- not the best functionality
Harvest- good price (12/month), decent functionality
Accountsight- best price (10/month), seems to have great features

I suggest you try Hubstaff. I really find their time tracking service really good and they also have an automatic payroll feature for premium plans.
