Advice on Targeting International Markets

We just opened up to international markets, and our first client has bitten, and they happen to be from Norway.

What we are trying to do for this particular client is cover their page one listings with positive assets so that the potential threat of negative information will not appear.

The company that we are doing this for is new, so there is currently not information to suppress. We just want to populate the first page.

Here is the thing, we are great at doing this in the United States, but we do not know how well our tactics will work in Norway.

Any ideas on how to get some rank across the pond?
