if you rank, and you're happy with the rankings, you don't need backlinks if you can maintain the rankings for years (it can happen)
And if you do need to buy / build links, some of the tips that I can give you are these:
1) start with quality links first, diversify later
I won't get into details on what quality backlinks means, because there are countless of posts on the forum already about this (even I have written several such posts in the last few months), so please use the search button to find them...
2) whenever possible, try to get links from sites that are in the same niche as your site.
If that's not possible, then try to get links from pages (instead of sites) that are as closely relevant to the topic of your page as possible.
And if you have absolutely no possibility of acquiring any niche-relevant backlinks at all, then at least make sure that the links are good in general (ie: they have PA / UR and / or traffic)
3) while not always the case, generally speaking, the cheaper a backlink is the worse / weaker it is. So, if you want good backlinks go for the expensive ones (but only as long as all other requirements of quality links are met, like I said, otherwise you can get scammed pretty easily regardless of how cheap or steep the backlinks are)
4) if your budget is limited and you can only afford a few backlinks make sure to point those few backlinks either to the homepage of your site to strengthen your domain's authority (authority is very important nowadays, so you want as much of it as you can), or - if you're absolutely certain that those links will help you rank one of your money making pages - then point them to that page instead of the homepage (although, I'd still save 1-2 links for the homepage, as well).
5a) if building links to the homepage use branded and URL anchors most of the time, but still vary them as much as possible. For example, if your brand / company is "Mike's Toy Store" and your website is mikestoystore.com you want to use any of these things as anchor texts for your backlinks:

5b) if building links to the inner pages of your site use exact match, partial match, and generic anchors, but make sure that the anchors are relevant to the content / topic of the pages that they link to.
For example, let's say that your site is again about toys and that your name is Mike and that you try to rank 2 pages from your site, 1 page that targets the keyword "toys for cats and other pets", and the 2nd page targets the keyword "toys for babies and toddlers"
Well, in these cases, the anchor texts you would use for the backlinks pointing to those 2 pages would look something like this:
For page 1 (toys for cats and other pets):
toys for cats and other pets (this is called exact match anchor because it contains EXACTLY the words you are trying to rank for, in the EXACT order)
toys for cats (this is called partial anchor because it contains ONLY 1 PART of the keyword you want to rank for)
toys for pets (also a partial match anchor for the same reason as above)
electric toys for cats (also partial match anchor, but only use this anchor if your page talks about electric toys for cats, if it doesn't talk about electric toys specifically then it's a misleading anchor and could get your site penalized according to latest google update)
gummy toys for cats (also a partial match anchor)
gummy toys for cats and other pets (again, partial match. And yes, it does contain the exact keyword that you're trying to rank for, which is "toys for cats and other pets", but since it also contains another word then this makes it partial match... it's still a good, relevant anchor to use, though, but only for the page about toys for cats, obviously. You can't use this anchor text for backlinks that you build for the 2nd page of your site, the one about "toys for babies and toddlers")
this page about pet toys (this is a generic anchor text)
our site about toys for cats (another generic anchor text)
visit us today! (generic anchor again)
For page 2 (toys for babies and toddlers):
toys for babies and toddlers (this is exact match anchor, because of the reasons I've explained under the page 1 example)
toys for babies (partial match)
toys for toddlers (partial match again)
plushy toys for babies (partial match)
plushy toddler toys (partial match anchor again, even if the order of the words is changed we are still using some of the words of the keyword that we want to rank for, so this is partial match anchor)
check out mike's store about baby and toddler toys! (this can fall into both the partial and generic anchor text category, I honestly don't know where to put this one into, but regardless of this, it's still a great and relevant anchor text that you can use when you build backlinks to this particular page)
visit Mike's toy store! (also generic anchor text, and a very relevant one, which is very important after last month's google update)
Until recently, the norm was for exact match anchors to make up less than 5% of the total anchor texts pointing to a page. That was the safe limit. But lately google has gone mad and a lot of the things that were considered spam until recently have made a comeback, so even if you use exact match anchors for more than 5% of your backlinks it could still keep you safe... for now.
But when / if google fixes their problems your site might still get penalized for "abusive anchors" (or whatever the penalty is called, I don't remember), so you probably still want to keep things as mixed and under the radar as possible, just to be extra safe now and in the future. Meaning, that you should not use exact match anchors excessively, but instead use partial match and generic anchors excessively (this only applies to the inner pages, of course. The homepages should still have the bulk of their backlinks with branded / URL anchors)
And if less than 5% of your backlinks have exact match anchors and this still doesn't rank your page for the keyword(s) you target you can always add more exact match anchors later on. But in the beginning I recommend keeping things safe, start off with only 1 exact match anchor'd backlink for every 15-20 other backlinks that use non-exact match anchors, and if this doesn't improve the rankings, add another exact match anchor later on. If that still doesn't help, add 1 more. So, go in low increments and slowly so that you don't blast your page with 100% exact match anchors and tank it

Yes, now is a good time to purchase backlinks. When purchasing backlinks from blogs, they must be relevant to your niche and have valuable traffic.
