Advice on developing my SEO strategy

    I've been earning some income from web based activities for about 10 years (curently earn about 50% of my income from it) and have a fairly decent understanding of SEO. Until recently I've been definitely in the white hat camp but with sites being penalised by Google for reasons i can't fathom I realise i need to broaden my horizons. Until recently I have used no automated services, done nearly all my link building manually and just bought a few links from individual site owners. I've been a member here now for a few months and have been trying to learn what I can.

    Really I'm looking for some well thought through advice as to what steps to take. Bear in mind I'm not looking to go completely blackhat and i have a very profitable adsense account that I don't want to jeopardise!

    I have around 50 different sites in different sectors, some of which rank well in Goggle, some of which get most traffic from Bing. These sites have anything from half a dozen to several hundred backlinks each. Tiered rank building for such a large number of sites doesn't seem viable. So what would you do?

    I also design websites for other people (built in html) - and have around 50 of these. Sometimes the owners ask me to do a bit of SEO. Wew're talking very low budget - like £20 - £30 ($30-40 ish). Again tiered link building is not an option unless I build links to one separate site and link to all my customers from that one site - but that obviously doesn't look natural. Any ideas?

    I had a look at SENuke but it's too expensive for what i want. I'm really not wanting to go blackhat in a big way! I did look at gsa. Is it worth looking into this or is it not going to be appropriate for my own circumstances?
    Or should I forget about tools and just buy one off link building services on BHW? Thoughts please
