Advice on big list needed

Hello I have a an european list that I am planning to make a drop, the question is, can i get in trouble for sending this?
can it be considered spam? the users come from a forum list but they never accepted to receive promotion
a guy in europe in hungary is going to do the emailing for me and I am in mexico, i don't think the law applies there or here
but just wanna make sure

700k is a serious amount so i just wanna make sure I am can spam compliant
