First you do proper on-page SEO and post a few quality articles If you finished this process, You can start to build the links Immediately, But make sure links are quality.

Yeah you can start blasting a new domain if you want it to be sandboxed for a long time.
Focus on content first, spend the money on content instead that you were going to spend on link building. Instead of updating site every week, update it every day.
Do this for a month at least and then think about link building.

say paying $79 for 10 or so web 2.0 sites VS paying $2,000 for a niche-related PBN service.

Oh for sure. I have 4 ultimate guides prepared. Better quality and contain more information than the top rankers.
This is what I'm scared of. haha. I don't want to waste money and see zero results in first couple of months.
Yup. That's my usual approach. My regular clients are small businesses with really low budget. Just checking if throwing money at it would do anything.

Starting with aged domain is the best but it's difficult and expensive finding a good one in your niche

As you are planning to go good with your new domain, giving it a kickstart with quality is quite impressive.
Initially, build your site as you wish with a user focused informative content so then when traffic received, it can hold them there for their search.
Building links from the day one is quite appreciable but dont overdo it.
Frame your activities in prior in the sense it wont bother your site at any cause.
Be cautious in getting quality backlinks .
