Adobe premier elements. Works great and only about $100 at best buy.

camtasia and windows movie maker both of the two work really well.

I used to do a lot of media projects at school and the ones we were always recommended by the professionals were Final Cut / Adobe Premiere.
After using these tools for the last 3-4 years, I can tell you - if you have the money (or the wisdom to download cracked software)- then these are the best. They are packed with features which you will love and although its hard to use at first, you will soon pick up.
Alternatively, if you want something quite cheap / free, then go for Sony Vegas, Movie Maker or Camtasia.

Yeah windows movie maker is an oldie but a goodie.
