I am brand new to the SEO world , and , a lot of things puzzle me. How do you accidentally end up with a list of phone numbers? much less in a way that : you are certain they belong to people that are looking for romantic partners? The mysteries of the source aside, the most obvious path to a layman as myself ; There are still companies that do old fashion cold calling , believe it or not. I even know somebody who does cold calls for a living, so i know there still out there, inexplicably. That's who you offer these numbers to. Just find a cold calling service, cold call them, and make them an offer. Since you somehow already know something the number owners are interested in, they would be greatly interested, i imagine.

It sounds like : you need to start a match maker service. If these are mobile devices , maybe you partner up with a match site like : lonely hearts , POF , and send these numbers text messages with hot links.
