Advice needed to better monetization

I have a few websites where i use content locker pro with some CPA offers. I successfully monetize France, Us, Germany and Canada but can't find proper offers for the other countries and they produce lower than 100$/month. I'm talking about 15.000 clicks from 3rd tier countries, and about 4-5000 clicks from 2nd tier countries ( Spain, Belgium, Austria, UK etc.)

I need help to monetize the other countries too, any suggestions?

P.S.: my visitors are expecting to download something

Try to contact directly European CPA providers that specialize mostly in European traffic.
The ones that mainstream and US-based couldn't provide you with that information.

Do you have some examples?
