Advertising Website Question

Been looking at my options, but want to get your opinion. Have a website and I will pay 8$ for each referral that signs up with us. It's targeted at college age students and/or parents. What or how would be the best way to get things going? Done the adwords, but the competition on the words is insane and I'm not real happy with the results.
Should we do something like click bank, adblade etc, or???

You could checkout BuySellAds. I've had some decent results with them.

If you are willing to pay for referrals why not signup with a CPA site? Depending on the site and the deal an $8 commission might be attractive.

Exactly, CPA is the best suite advertising programe for you.
Pay only when your audience signed-up.

Checked out the BuySellAds..... not so sure. Can you guys recommend any good ones?
