From Facebook Terms of Service:
"Ads must not promote the sale or use of tobacco products and related paraphernalia. Advertisements must not promote electronic cigarettes, vaporizers, or any other products that simulate smoking."
They use to strictly check their ad campaigns, so I doubt you could do that on their platform

At this moment I don't think you will be able to promote, I used to be able back in 2017 now is imposible, try to find any ads related to vape or tabacco

You wouldn't be able to do it legally IMO.
At least not directly. You could link to some other topic and then try to funnel your buyers through to your offers. I predict very low conversion rate tho.

Hey guys. Nothing impossible! There are people who market adult products and gambling offers on Facebook without any problems. There is no problem in promoting these products if you do the cloaking and do everything right.
