If someone posted in the hire a freelancer section asking for freelancers to dm them.
Am I allowed to dm them and offer my services, or is this against the rules?

I got a warning for doing that before but can't remember if it was because I'm not jr vip or because the post was in the wrong section.

Yes it's because you're not a paid member.
Only paid members are allowed to sell in marketplace, respond to threads in HAF & WTB section.
Same applies to your communication in pm regarding any kind of sale or promotion of services
