They will never approve locking or anything like that.
Fake errors or scans will also never get approved.

I understand TS is becoming more difficult to run these days. And Bro if i tell you the truth I am in real bad position right now. I am in tech support business from the past more then 5 years and i was running Genuine TS. As i have good knowledge of tech support business what else work i can think of?

Last time i checked adcash would let your run Tech support, You need to contact them first there are couple more options, But i would advise against using direct landing page, Why did you give up on cloaking?, You will eventually end up burning traffic sources and your lander will be flagged easily,
If you think you will get more calls without cloaking you are on the wrong path, I create adwords and bing ads campaigns few with selected pop under networks and couple from other sources, I even i have my own SEO traffic i monetize but i never really do it without cloaking, It would be a nightmare trust me
