So im using Craigslist to advertise some instagram services im offering, and so far i only had one customer, does anyone have some better suggestions than CL?

What kind of instagram services are you providing? Do you sell followers and likes or are you doing consulting?

Do you only post in just 1 city? that may be the issue.
