Just to increase the # of visitors, pgviews, etc. in GA. If it worked for ad servers too that would be a bonus, but primary purpose is inflating analytics numbers
why don't you try junk traffic from link exchanges and traffic surfer websites they don't cost much...and would deliver your region wise visits interesting this is that you never get hurt by PR if you choose a better traffic exchanger...
