I don't think it's particularly necessary to fork out for PPVF 3.0.
You can learn plenty from experimenting and loading up an old computer with adware.

Start with direct linking low payout offers to relevant targets to get familiar.
Each CPV network has a slightly different algorithm for choosing what to pop, so play around with this.
When you get familiar with the process, start making landing pages that target a demographic or frame of mind. For example, you can target people who are looking to buy a car with a credit report offer by making a landing page that tells them they'll need a credit score when applying for a car loan.
When you're familiar with landing pages, split test everything, particularly image and headline to optimize. Click thu rate doesn't matter all that much, your earnings per view is far more important.
When you've got landing pages sorted out, you can experiment with building sales funnels, surveys, and squeeze pages for list building so that you retain the asset (customers that you can repeatedly market to)
Each CPV network has slightly different traffic because the adware is different. So what converts on one network may not convert on another and vice versa.
Spend roughly 2-3 times the offer payout as an initial test. If there's no signs of life then kill it at that point. Make sure to track accurately because sometimes 1-2 targets eat 90% of your budget. If you use Prosper 202 to track you can get an idea from Spy View as to what targets keep popping for you. My understanding is that CPVlab will soon have a similar functionality included.
Lead Impact and Media Traffic have a low financial barrier of entry, whereas Trafficvance needs $1000 and a referral (maybe two) to start.
Trafficvance does US pops only, but they do have international textlink ads.
Lead Impact has a good amount of international traffic
Media Traffic has reasonable amount of traffic but the quality is lower than Lead Impact in my opinion.
Direct CPV has high costs per view but may convert really well. They have plenty of Brazillian traffic
There's no real secret to PPV, and you don't have to spend $$$$ on a course to learn the basics. It's not an easy traffic source to dominate although if you stay and get good at it you can make plenty.
In my opinion, you're better off joining PPV Playbook forum and learning off the community there than to buy an expensive course
