Don't half-ass on the server if you're planning on driving any volume and/or having a profitable site. You need to consider scaling, too. If things go well for you, what's your plan to scale smoothly?

It shouldn't be a problem for most offshore hosts. Especially in places like Netherlands, and Russia. (Also depending on their TOS). Personally, I like to deal with Russia because their copyrights only pertain to items copyrighted in their country. There are quite a few hosts there, I recommend checking them out.

I use M3 for my tube site. It's a managed server and they give me great support. Best to go with a dedicated vs a VPS.
