Yes I'm starting out in tier one countries. Why do people have a bad experience in tier one countries? Is it simply because it's too expensive and you need to run a ton of traffic to convert?

well, that's probably your first "mistake" I'd say.
being too expensive is one of the reasons (if you're on a low budget) and when it's too expensive, it more than likely means that it's more competitive than lesser targeted countries.
when a country is more competitive, you have to try harder to stand out with a unique offer that hasn't been overly saturated.
also, if you're really trying to go after tier 1 countries, you need to make sure you NICHE it down, not just with the offer but also target specific devices (ios, android, windows desktop or mac desktop) per campaign.
once you niche it down, the traffic will slowly become cheaper, compared to if you were just targetting EVERYTHING.

Usually useful if you focus on T1 countries as they tend to have a higher performance.
Make sure you tweak the targeting of your campaigns very carefully by excluding non-relevant browsers and devices.
Try and use keywords, specific categories or buy in bulk and optimize, optimize, optimize.

If you can convert paid adult traffic, you can kill in the mainstream. Adult traffic is the hardest one to convert.

Why do you think networks sell traffic? So you can make money or so they can make money? If it was easy to convert they would not sell it. They make money by selling crappy traffic mixed with bot traffic to desperate guys like you.
