Adult or Mainstream Traffic Network

i am looking for your suggestion on good traffic network which accept blackhat offers for push , inpage web traffic from Tier 1 countries especially from USA, AUS, UK
only term is it should've good amount of quality traffic. i've tried few, but the traffic is not that much with them.
