You should use admavens pop and native banners they offer the highest cpm.

I'm using it for a few GEOs and I run popuonders and popups and the CPM is around $2 for me. Gonna try banners to see if I can get lower price for good results.

Get tier 1 traffic, I can get cpm 3-20$
