Try HilltopAds or PopMyAds, good for Middle East, better payouts than Adsterra sometimes.

It's surprising how so many people still recommend propeller ads. They no longer serve publishers and we need to signup through monetag.

Have you tried Ezoic? thats an amazing tool to monetize but they also use google adsense ads but easy to get approved. at least it was easy till last year.
