Look like a real functional website (you won't be making anything if it isn't functional anyways lol), not something you slapped together in 5minutes

If you get rejected, read why, and understand why

Until this time its so hard to get approve in google adsense without content, because main requirement for adsense approval is your content on your site, maybe you could try to add some articles (spinning from article directory and make it unique) to make it fast and cheap to try submit your site :)
 
There is also a website approval after the account too.

Each website you add to your Adsense account needs to go under a review process before they allow Ads to be shown on it.
 
There are people who do that for $ 30, your site is accepted without content
 
Just content, make it unique. You will get accepted in 1-2 tries. Use good domains also. And add pages that are needed such as terms, about me, privacy policy etc
