There are lots of possible reasons why.
Is this on 1 website only or all of your sites?
Is the content unique?
Is traffic whitehat?

Here it is what worked for me on the paste and resolved the policy violation in 7-10 days. Remove the site from adsense and all the codes from website including ads.txt. Wait and pray.
Most of the time the invalid clicks come from mobile traffic. Try to identify which caused this. You might have a bad ad placement which leads to invalid clicks. Don't incourage users to click on ads.
