Adsense RGPD Question

Hi guys. What do you think about this GDPR Consent section of Adsense? All options were checked "NOT USED". I made this selection to test. Couldn't this situation also be a cause for RPM DROP -95% from 23th februrary? I checked on several accounts and BY DEFAULT the GDPR message is created on the preselected "NOT USED".
