AdSense requiring each site approved individually now?

A client of mine recently gave me access to their adsense account as a user to help find out why their ads were not showing on their blog. Their account is new and is displaying ads on a few others sites. I have managed many adsense accounts over the years and the account looked no different until I went to review the "Sites" tab.

This account is requiring you to add a code to the URL you want to display ads on, and they are reviewing the site manually before it will show ads. The sites will either show "Ready" or "Not Ready..".
In any account I have managed including my own, the sites tab is optional and allows by default is set to only display ads listed, but you can simply turn this option off, and when enabled the ads will still display but revenue wont be generated. I added the code yesterday and today says it was not approved. It gives me the option to "Fix" and gives some general reason why it was not approved such as bad content.

Is anyone else seeing this in their account?
 
No, I don't have this in my account.

Btw, where are u from? Might have to do with other countries

It is a Canadian account so that crossed my mind. I have added a screenshot of the Sites tab. On my account if you add a URL and your code is on the site it says "Verified" instead of "Ready" and you can disable this all together.
In this account you HAVE to add the site to the list by adding a code then wait 24 hours for it to be reviewed. I removed the site I am trying to ad codes to all together but it shows "Not Ready" I believe and when I clicked the "Fix" button it showed it gave some generic reason why the site was denied.
