Adsense on a minimal front-page issues

I've been having difficulties (like a month now) getting approved for Adsense on a new web app I've launched. It's a minimal anonymous file sharing app where the main content is generated download pages for the files, that are not linked to from the main page.

I repeatedly get a "No content" error back from Google, although there is some minimal content, like features, and I recently added privacy policy pages and terms. Has anyone got any more ideas what I can do? I don't really want to add links to the files on the main page as it will look spammy to the users.
