Turns out not to be 'content' but 'consent' management platform.
Going through the list, I discovered most if not all of the certified CMP are paid apps. Unless one opts for Ezoic or similar ad management platforms.
So what should we do though? I am fed up with these Google shits...

All you have to do is use Google's own consent form, which is free.
In that image you posted, at the bottom it says "create GDPR message". Just click that link and follow the instructions.
All requirements in terms of privacy and consent will be different depending on what information you are obtaining from your visitors. So just add what information you need to that fits what you are collecting from visitors.
Follow the instructions through the Google GDPR wizard, and the consent form will be generated. Once published, unless they are using an Adblocker, It will show as a pop up when someone visits your site.
If you have more than one website and you want to add different consent forms for each one, in Adsense go to > privacy and messaging > GDPR > create message, and click on "select sites". Go through the wizard and publish the consent form.
I cut the top bit off to protect my site URL, but it will look like this:
