Adsense in non-supported language site

Hello.
I wanted to use adsense on my site but when I looked at the list of supported languages, my site's language was not on the list.
1 of my competitors though has a site in the same language as me and does have adsense on his site. I thought I'd try and apply too but I got declined.
Any idea how my competitor is using adsense on his site?

use English articles to get approved, then move out to your language,
you only have to pass the verification
