Adsense Floating Ads On big sites.

recently I have noticed very big sites with floating adsense ads on the bottom of the page only on mobile version site, when you scroll the page down the ad is going with you down.
How come companies like that can pull this kind off adsense violation?

Adsense is very easy to baned publiser.

I developed a PPC network. Will be at the end of 2016 lounching.

Why you do not try, Clicksor, Bidvertiser, pop ads.
You just need a big traffic, and you will never be banned

They pay shit to publishers Adsense is adsense.

Because those companies made lots of revenue with Google AdSense, and they were promoted to AdSense Premium account. You can more features with an AdSense Premium account.
As far as I know you can get an upgrade to your AdSense account by earning more each month. I don't know what is the limit to hit with the revenue until you get upgraded to Premium.

Floating AdSense bar appear on desktop version of premium sites too, you just have to imagine how much they earn with the floating AdSense bar.

It's not a violation if your site is big enough.
