adsense cloaking

So I was searching google blogs and every keyword I type I come across this website or one very similar and he is always in the first three pages. When I click on his website I get a redirect to a page with nothing but adsense ads for the keyword I was typing. If I go directly to his website It takes me to a page full of cloaked keywords. His redirect only works if you click on it from the search engine listings. So exactly what program is he using and how long before he gets caught . and I thought this method didn't work anymore.
