Adsense arbitrage France problem

Hey guys, i'm testing adsense arbitrage on a french quiz website but i'm getting vert low cpc about 0,04$ and 1,5% click per page views.

I'm Paying Facebook ads 0,01$ for each click, ans i have about 7 page view for each.

Someone have advice and explanation ? Thanks you

First Of all u should be using cpm ads instead of Adsense your ROI would be extremely higher then relying on clicks.

Your averaging 7 page views and have at least 3 ad codes on your page u will he making a nice profit

Thank you for your suggestion, but for france the best network is Adsense, there are not many networks focusing france.
