Say if your adsense account was to be banned and you would want to apply for another one... How would someone do that? Would they have to register the name of ithe domain a different name, different IP address, and Payee? Does anyone have any tips about making or buying adsense accounts that arent yours?

Go to your best friend house and register a new account with all his details. Buy your friend a beer.

You need a new identity and bank account, so either start a legit company, or use your friends/ family/ neighbour/ etc. and give them a slice.

You just need a new IP address. Simply buy a new internet connection on your brother's name. Use his information and does whatever you want. But remember give him something which he needs...
