What are you trying to do? Change the ownership of the Adsense account? This is not possible as far as I know
If you are simply trying to add ads onto your website with the second adsense account since the first one has been banned then I think you just do it normally and swap out the ad codes however be careful that the site may be blacklisted too.
transfer ownership to a new owner.

Yea then don't think that is possible, because it has been banned for a reason lol why would they allow ownership transfer.
isn't Google penalty checker to see if the site is banned from the Google search engine not Google adsense.

The ownership can not be transferred as i saw before. Not sure if anything changed in 2018.

No it is not possible to change the Adsense ownership to another user. Because Adsense don't allow this .
not what I'm asking. Can the website that had a banning issue have a new owner with a new adsense account with the new owner's name if the banning issue was fixed. Meaning the old owner's account was revoked due to some issue with the website?
