Yes freemium tools can be approved what matters is clean content, clear value, and full policy compliance, not the tool idea itself.

Scraping is fine if it respects robots.txt, doesnt bypass restrictions, and complies with privacy rules.
 
Adsense looks more at site quality than the business model as long as the tool has original functionality proper pages about, privacy, terms and some real usage, freemium setups are usually fine thin wrappers or half finished tools are what tend to get rejected.
 
Focusing on providing genuine value and ensuring the tool is fully functional usually matters far more than whether its freemium or paid.
