You will get those kind of cpc with push ad networks but lot of bot traffic. It's not worth in my experience. Stick will big 3(google, bing, facebook) and try to lower you your cpc.
If you want US traffic, try a few mainstream networks — RichAds, HilltopAds, or AdMaven.
I usually test small first to see who gives the best quality for my niche.
