Ads rejected - Government documents and services

We've been running various Google Ads campaigns with a daily budget of XXXX for around 10 years. However, for a new project, our ads are regularly rejected with the note "Government documents and services."

Users fill out an interactive form, which we then prepare, print, and send to the relevant authority.

Interestingly, several competitors with identical business models and the same keywords have running ads that aren't blocked.

Does anyone know how we can obtain an exemption or how we can circumvent this?

Cloaking is the only way to bypass this.

This is a common problem most ppl into that sort of business are facing and even if your niche is not Black hat sometimes cloaking is used.

no other workaround because google is strciter nowadays.
 
There is new policy for running Politcal ads in EU, why dont you complete the form and then try again with the ads
 
First, double-check your site and ad text. Are you explicitly stating you're a third-party service, not official? Often, it's about making that distinction crystal clear. Focus on 'document preparation' or 'application assistance' rather than implying you provide the actual service itself.
 
Since your competitors are bypassing these triggers, you should carefully audit their ad copies and landing page structures to identify the specific keywords they are avoiding.
