It is were me, i would first check the campaign status, audience size, bidding strategy, and payment setup. Then I would assess if there are any problems
 
6 hours is nothing. give it at least 24 hours before changing anything.
 
Have a look at your Page's settings and account notifications first.
 
check if it's stuck in learning limited or delivery insight, 6hrs isn't crazy long for slow spend especially on new accounts
 
You could try changing the content or running a bait campaign to activate the account beforehand. This is actually a method that people often use.

He should check the Post analysis, sometimes the impressions goes higher, but Ads manager displays zero spending, and updates later with the actual money spent.
