This sometimes happen when renting accs or setup accs
just duplicate the camp or make some small changes in the camp and relaunch it

Look at these before touching the account:
- ad/ad set status, not only campaign status
- payment method and account quality
- audience size
- bid strategy and budget
- placements selected
- whether the ad is still in review or limited
- any rejected/flagged creatives in the account history
If everything is clean, I’d duplicate the ad set, make a small change to budget/audience/creative, and relaunch once. Sometimes delivery gets stuck even though it says active.

Do not edit the budget. Do not duplicate. Do not switch accounts. Touching it now resets the review clock and flags you as an erratic user. Let it sit for a full 24 to 36 hours. If it still doesn't spend, check your payment settings for a failed micro-authorization.

You can duplicate the creative in order to check if it's spending.

it's just a normal problem. you can try to create 1 campaign test to warm up account, using nature image and wait for being active. besides, you can try to change the card.

i have tried to create campaign with natural image to fix, some can fix, some can't and it's the problem of own account. Switching to new account is final way.
