ads google and vpn

someone is offering me bunch of laptops with scrips and vpn programs for automated clicking om facebook open ads for pages. The seller is promising lots of income from this. Is this legit? Does google register vpns and block everything connected to those accounts?

if her promising a lot of income, why he doesn't do that only and stop scamming people?
