Well, when its about 36k and everything you did was legit you should probably hire a lawyer. At least Admob should give you a proper reason, especially when its about so much money.
Otherwise I would recommend you to spread the word and damage them as much as possible, if there is no way back. Google thinks they can do whatever they want to their customer/advertiser/publisher. I saw legit websites with webmaster having no clue about SEO, never built a link, never published any spam etc. being penalized just for existing - also without any reason.
EDIT: Oh, they did this to me to with my YouTube account. They didn't delete my legit channel with few thousand subs and millions of views, but they made me have no access to it. Guess what? This channel still exists and there are videos of me with my real face etc., but I don't even have the chance to delete it. I messaged Google/YouTube so many times, asking them to give me access to my videos or at least to remove the whole channel, but they don't do it. They simply say no. Its absolutely ridiculous.
